Read: Tap new client pools to make your mark The report looks at how 121 economic regions promote entrepreneurship. Each is scored each out of 100, using 14 indicators across three main categories: Presence — indicates the scale and growth of business ownership Perspective — indicates optimistic expectations and growth plans Policy — indicates local government action on business taxation and regulation Read: Advise clients before they make loans Kelowna snags the top spot away from the Calgary area, which was number one for the last five years.
