As a non-executive, Vincent will be a member of the governing council but will not hold other responsibilities at the Bank of Canada. The Bank of Canada’s governing council is responsible for monetary policy and financial system stability. The central bank says the fourth deputy governor role was changed to a non-executive position to bring “diverse perspectives into its consensus-based policy-making process.” As deputy governor, the economist will also be responsible for communicating with the public about the central bank’s policy decisions and outlook for the economy. Vincent will begin his role at the Bank of Canada on March 13 and is expected to keep his affiliation with HEC Montreal.
